Is 4.5 cm too much to start with?

Yes. For a first purchase a diameter between 2.5 and 3.5 centimetres makes sense, and this plug sits well above that. Is glass a safe material?

Yes, and better than most. Toy glass is toughened and does not break under normal use. It is non-porous, so it really can be got clean, and it is unaffected by any lubricant.
