What is the jagged base for?

It is clearly wider than the shaft and stays outside as a stop. A flared base is a condition for anal use: the rectum has no natural limit, and the sphincter pulls inward whatever it can grip. At the same time the base marks the end of the way noticeably, so you feel when it is over on the way in without having to look. On smooth surfaces the dildo still stands securely.
