What does the outer skin feel like?

Yielding. With every movement the outer layer moves along a little instead of rubbing rigidly, and the rim of the glans stays easy to feel when you pull it out.

Where does the suction base hold?

On smooth, clean surfaces such as tiles, glass or a bathtub. Moisten base and surface slightly and press it on firmly; it finds no grip on wood, wallpaper or fabric.
