Do I have to reach the eleven centimetres?

No, and most people do not. The full diameter sits right down at the foot, not on the way there. The steps above it are the actual working range, and each of them is a goal in itself. Many stay in the middle third for good, and that is entirely fine. The foot stays outside in any case.
