No, and that is deliberate. The manufacturer describes relaxation and elasticity, not numbness. Numbing sprays do exist - they are a different product group and want handling with care in anal sex.
Does it replace lubricant?

How long before do you spray?
Two to three minutes, says the manufacturer. Longer does no harm, shorter achieves little - the formula needs the moment to arrive at all.
Does it work with condoms and toys?
Yes. It is a water-based spray without oil and without silicone, so it is unproblematic for latex and for silicone toys. The lubricant that goes with it should have the same base.
