What do the ribs inside do?

They hold. A smooth ballstretcher rides up over time, a ribbed one stays where you put it. Incidentally the texture feels different during movement from a smooth inner surface.

How do you put it on?

How is it cleaned?

Warm water and mild soap or a cleaner from sex toy cleaner, then dry and stored separately. Soft materials like this stick to each other if they touch for months - a bag each solves it. Boiling is not advisable with a mixed material; warm water is entirely enough.
