How tightly may someone be restrained?

Tightly enough that two fingers fit between cuff and skin; the same applies to the collar. If the hand goes cold, pale or numb, release it at once. Keep scissors ready beforehand to cut through the rope in seconds in an emergency, and never leave anyone restrained alone in the room.
