Do the straps stay in place on their own?

Yes, they are sewn in. What looks like a harness laid on top is part of the cut and therefore does not slip.

What is the cut-out at the neckline for?

It gathers the straps. A ring sits in the middle, and from there the bands run apart over bust and shoulders.

How does the size come out?
