What are the bands at the leg for?

They run from the bustier over the hip to the thigh. At the leg each ends in a black band that sits around the thigh. Clips hold them; taken off, the bustier stays wearable on its own.

With hooks at the back. The back is cut open: one band at the top and one at the waist each close with hooks, and the skin stays bare in between.
