No, it swings back and forth. The box calls it „oscillating movement“ and the graphic shows an arc. The earlier claim of a 360 degree rotation was wrong and has been corrected - the difference is small in use, but the description should still be right.

What does a tongue feel like?

Different from vibration. It strokes across the spot instead of setting it vibrating. For many that is softer and more targeted at the same time, for others too little - if you are used to vibration, classic devices are at lay-on vibrators.

How is it cleaned?

Wash it with warm water and a product from the sex toy cleaner category and let it dry in the open. Silicone is non-porous, so nothing settles in it. Store it without contact to other silicone toys - two silicone surfaces can stick together and go dull.
