Why does the plug have no base?

Because the ring takes on that job. The sphincter pulls inward whatever it can grip, and the rectum has no natural limit; here the ring holds the plug from outside. An anal toy with neither a base nor a ring does not belong in anal use.

Which lubricant fits?
