What is laureth-9?

A substance used in cosmetics as a surfactant that acts on the skin surface. It sits eighth in the ingredient list. If you react to it, the forearm test will show.

Why not on mucous membranes?

Because the formula is made for external skin and acts more strongly on mucosa than intended. That holds for menthol as much as for laureth-9. On accidental contact, rinse with water.
