No, it is one. The old title spoke of a „mini dress and halter teddy“ and reads like a set - what is delivered is a single dress whose cut-outs create the impression of two layers.

What does one size mean here?

Leg Avenue lists one size as EU 34 to 40 and plus size as EU 42 to 46. With bodystockings the width is rarely the problem - the fabric stretches a long way. The length is: it hardly stretches, and on a very tall frame the crotch pulls downwards.

Can a bra be worn underneath?

Not sensibly: the back is open to the waist and the cut-outs sit across the bust. Anyone needing support takes an adhesive bra.

How do you put it on without ruining it?

Like tights: rings off, nails checked, gather the fabric down to the foot, step in and roll it up bit by bit. Anyone yanking at it catches a stitch - and that one ladders.
