Latex condoms and toys of any material. Water-based lubricant goes with latex condoms and all toy materials, silicone included. Oil, grease and petroleum jelly, on the other hand, would make latex brittle.

Why does the gel become less slippery over time?

Because the water soaks in and evaporates. That is normal with water-based gels. A few drops of water or a little saliva make the film smooth again; you often do not need fresh gel for that.
