What if it gets too strong?

Wash it off. Lukewarm water is enough, and the effect fades quickly afterwards. Next time a considerably smaller amount helps.

Water, silicone or oil - what is the difference?

Does it get on with toys and condoms?

With both. The bottle states „latex compatible“ explicitly, and for silicone toys a water gel is the right choice anyway - silicone oil would attack their surface.
