Does it suit silicone toys?

Yes, and that is the point of a water-based gel. Silicone lubricant attacks silicone surfaces; over time they turn sticky and rough, and that cannot be undone.

Is it safe with condoms?

Yes. Water-based gels do not attack latex - unlike anything oil- or fat-based, which makes a condom permeable within minutes.

Does it dry out?

Like any water-based gel, yes. A few drops of water or a top-up bring it back - that is the price for it coming off without residue.
