What is the difference from a plug?

The head and the angle. „Bulb“ means a round head: it sits on a curved shaft and aims forward instead of merely filling. A plug stays straight and holds itself with its ridge.

What are the loops at the bottom for?

They are handle and brake at once. Two rolled-up ends lie outside, keep the piece at a distance and can be gripped at any time - even with lubricant on your fingers.
