Why do I need a sleeve?

For the tight seal. A hard cylinder rim never rests everywhere, and where air gets in no vacuum forms. The soft sleeve makes up for that.

Does it fit every pump?

Most cylinders from this brand, as their rims are made uniformly. With pumps from other makers the outer diameter is worth a look, as it alone decides.

Which size should I take?

Why do I have to powder it?

Because TPE turns sticky without powder and attracts dust. A little cornstarch on the dry material is enough and rinses off before the next use. Talc is the wrong choice for it.
