Can I use it anally?

No. For anal play a toy needs a firmly moulded base that is clearly wider than the shaft all round and acts as a stop. This suction foot is not wide enough for that. You will find toys with a suitable base under anal plugs.

Where does the suction foot hold?

On smooth, sealed surfaces such as tiles, glass or the edge of the bath, not on grout, wallpaper or wood. Press it on firmly while it is clean and slightly damp. As it is waterproof, this also works in the shower.
