Is it suitable for a start?

Yes, it is the slenderest number in the range. Just under three centimetres across is well below average.

What does the suction cup hold on?

Smooth, solid surfaces. Tiles, glass, varnished wood - on fabric or plaster it does not hold.

Does TPE need powdering?

Yes, after drying. A little cornstarch keeps the surface silky rather than tacky - silicone does not need it, TPE does.

Why does the wide base matter?

Which lubricant suits it?

A water-based one, and more of it than you would think. The rectum produces no moisture of its own - reapplying part-way through is normal. Silicone oil does not belong on silicone.
