How is it charged?

Via two metal contacts in the suction foot. They sit in the middle of its underside; it needs no batteries.

Can I use it anally?

Yes, with the suction foot as a stop. The foot is firmly moulded, clearly wider than the shaft and protrudes all round, so the vibrator cannot slip in completely.
