Can it go on silicone toys?

No. A hybrid contains silicone too, and silicone dissolves silicone - the surface goes dull and eventually tacky, and that does not come back. For silicone toys use a purely water-based gel from water-based lubricant. Glass, stainless steel and ABS plastic are unproblematic, and so are latex condoms.

Does it wash off?

With warm water and a little soap, yes - plain water is not enough because the silicone content repels water. On textiles it can leave marks that come out again at a high wash temperature.
