Where does the mesh begin?

At the thigh. There the brief section finishes with a band, and below it the diamonds run down the whole leg.

Where exactly do the straps sit?

At the sides of the brief section. Several horizontal bands lie one above the other there, with skin showing between them; at the front and over the bottom the knit is closed.
