How is the strength regulated?

Via the dial at the lower end - steplessly from quiet to strong. This model has no remote control.

Does the suction base hold with the motor running?

On a clean, smooth surface yes. Grouting, wood or rough surfaces are nothing for a suction base, with or without vibration.
