Why does the title give only the head?

Because the record carried the same value twice - once as length, once as diameter. That is the head; a wand a few centimetres long does not exist. The overall length is named by no readable source, so it does not stand here either.

What does it have that the minis do not?

A longer handle and a larger head. Both together make the difference at spots a short wand only reaches by contorting - and the larger head spreads the force over more area.

What makes a wand a wand?
