Can you wear it as a top?

Yes. With a skirt or jeans it looks like a tight top with a graphic pattern; the dense stripes take away part of the mesh’s sheerness.

How do you put it on?

Step in with your legs, pull it up over hips and stomach and then slip into the sleeves. The cross band at the back should lie straight over the shoulder blades. Take off rings beforehand so that no stitch catches.
