Does it vibrate?

No. The shop said „for vibrating pleasure“ - that was wrong. The dilators have no motor and are not meant to have one; this is about getting used to something, not about stimulation.

How often do you practise?

Better short and regular than rare and long. A few minutes a day with whichever size is currently comfortable does more than one long session a week.

When do you move up a size?

When the current one stays painless and without tensing - not by the calendar. Switching too early undoes the progress.
