What are the three buttons for?

V stands for vibration, S for suction, with the power button in between. You adjust both drives separately, and they run alone or together; the display shows the level.

How is it charged?

On top of the glossy cap there are two contacts where you place the round end of the charging cable. Only charge it when the cap and contacts are dry.
