Is it made of velvet?

No. Velour is its name, the material is silicone. The matt surface feels soft but, unlike fabric, is easy to wash off.

What does the relief on the head do?

The curved diamonds give the skin a noticeable texture on top of the vibration. On dry skin this is more distinct, with a little lubricant softer.

Where is it used?

On the outside of the body: on the vulva and clitoris, on the nipples, on the penis or on the perineum. It is not inserted. It is not meant for anal use, because it lacks a flared base that rests outside.
