How is it put on?

With lubricant and patience. Put a little lubricant into the sleeve and onto the penis and slide it on slowly until it fits evenly. It should sit firmly but never constrict; if it gets tight, cold or numb, pull it off at once.

Does the wearer still feel anything?

Much less than without. The closed glans and the thick wall dampen touch; the veins mainly work for the other person.

How is it taken off again?

Slowly, from the base. Take hold of the rear rim and draw the sleeve forward in small steps instead of tugging at the tip. If the skin has gone dry, a little fresh lubricant at the rim helps.
