How do you build up the vacuum?

With the cap, stroke by stroke. You push it down and pull it back up, and each stroke takes a little air out of the cylinder. That way you feel your way in slowly instead of creating a lot of suction at once. When you want to release, you let the air back in through the release valve.

What is the soft sleeve for?
