Why a brush of its own?

Because the bellows at the base has folds no cloth reaches. That is exactly where water stands and where a film settles over time. The forked brush is made for it.

Is washing-up liquid not enough?

For the cylinder often yes, for the bellows no. What matters more than the cleaner is the drying anyway: a pump standing wet in a cupboard smells after two weeks, whatever it was rinsed with.

Does it fit other pumps as well?

No, it is cut for the Bathmate cylinders. A part that does not fit perfectly costs exactly the seal it is there for, so accessories from other ranges do not pay off here.
